The UoC shall appoint at least one member of management responsible for the implementation of the ASC Requirements.
This requirement ensures that accountability for ASC compliance is clearly embedded in the farm's organisational structure and assigned to identifiable individuals within the management team.

Scope of Responsible Person(s)

a human resources manager may be responsible for the requirements on labour rights and working conditions, and a fish health and welfare manager may be responsible for the requirements on fish health.

Embedding Responsibility in Organisational Structure

The requirement stipulates that responsibility must be formally embedded in the farm's organisational structure documentation. This means that designation of ASC responsibility cannot be informal, verbal, or ad hoc. Instead, it must be documented in a manner that is clear, traceable, and accessible to all staff and to external auditors.

By requiring documentation in the organisational structure, the standard ensures that:

  • Responsibility is visible and transparent to all employees at the farm;
  • Clear accountability lines exist, reducing ambiguity about who is responsible for what;

  2. Role description clarity: Auditors will review the role description(s) to ensure they clearly articulate the responsible person's authority, scope, and specific ASC Requirements for which they are accountable.

Auditors will also conduct interviews with the designated responsible person(s) to assess their understanding of ASC Requirements, their awareness of the farm's compliance status, and their ability to describe how they implement and monitor compliance in their area of responsibility.

Integration with Broader Management System

Indicator 1.2.2 is part of Criterion 1.2, which addresses the Management System requirement more broadly. The designation of responsible person(s) is a foundational element of an effective management system. It works in conjunction with:

  • Indicator 1.2.1: Development and implementation of policies, procedures, and records appropriate to the farm's size and complexity;
  • Indicator 1.2.3: Ensuring that relevant employees have the necessary skills and training to implement ASC Requirements;
  • Indicator 1.2.4: Annual review of the management system to ensure its continued effectiveness.

The responsible person(s) designated under Indicator 1.2.2 are typically key participants in management system development, training delivery, and the annual management review. Their role is therefore both specific (accountability for particular Requirements) and systemic (contribution to overall compliance governance).

Practical Implications

For farms implementing this requirement, the key steps are:

  1. Identify which ASC Requirements or functional areas will be assigned to which management member(s), based on their expertise and existing responsibilities;
  2. Obtain formal written designation from senior management assigning these responsibilities;
  3. Develop a clear, documented role description for each responsible person that specifies their ASC-related duties, authority, and reporting relationships;
  4. Ensure the designated person(s) receive training and resources necessary to fulfil their compliance role;
  5. Communicate the designation and role descriptions to all relevant staff so that everyone understands who is accountable for ASC compliance in their area;
  6. Maintain all supporting documentation for audit purposes.

Farms should avoid designating ASC responsibility to individuals who lack either the technical knowledge or the authority to implement the Requirements in their domain. Similarly, farms should avoid fragmenting responsibility in a way that creates gaps or prevents effective coordination across Requirements.
